feat(StreamsExtractor): generate PoToken

Implements support for locally generating PoTokens using the device
webview. This is a direct port of
https://github.com/TeamNewPipe/NewPipe/pull/11955 to native Kotlin.

Closes: https://github.com/libre-tube/LibreTube/issues/7065
